The Panthers pitching "ace" for four years, Devine was a four-year letter winner from 1938-41 and helped Chapman to an overall record of 35-21-1 during that stretch, including tossing a no-hitter during the 1940 season. Devine may well have become Chapman's first professional baseball star had it not been for World War II as the budding pitching prospect was instead drafted to join the United States Air Force.

Upon graduation, Devine was awarded Chapman's highest honor, the Cheverton Trophy, for scholarship, leadership and citizenship.
